The painting depicts a legendary historical event: the drafting of a defiant letter by Zaporozhian Cossacks to Sultan Mehmed IV of the Ottoman Empire in 1676. The narrative centres on a group of warriors gathered around a table, their expressions ranging from raucous laughter to intense concentration as they compose their insulting response.

Repin demonstrates his mastery of characterisation through the varied postures and facial expressions of the figures. Each individual possesses a distinct personality, from the scribe hunched over his parchment to the boisterous men standing behind him. The artist utilised a palette of earthy tones, punctuated by the bright red of the Cossacks' garments and the stark white of the foreground figure's coat. The composition is dense, filled with historical detail, including traditional weaponry, musical instruments, and period attire.
