This engraving by Jacobus Houbraken depicts Lieutenant General Charles Fleetwood, a prominent figure during the English Civil War. Houbraken, a Dutch engraver, produced this work as part of the 'Heads of Illustrious Persons of Great Britain', a series published in collaboration with Thomas Birch. The portrait is executed with the technical precision characteristic of eighteenth-century Dutch printmaking, utilising fine cross-hatching to define the textures of the subject's armour and the soft fall of his hair.

The composition follows the conventions of formal portraiture from the period. Fleetwood is presented within a trompe l'oeil oval frame, which rests upon a stone plinth. Below the portrait, the artist includes symbolic elements: a recumbent lion, a bundle of fasces, and military standards. These motifs serve to denote the subject's authority and martial status. Houbraken worked from a painting by Robert Walker, which is noted in the lower margin of the print.
