Valentin Serov created this depiction of Peter the Great in 1907. The work captures the Tsar striding purposefully along the banks of the Neva River during the construction of Saint Petersburg. Serov departs from traditional, heroicised royal portraiture by presenting the monarch as a lean, almost gaunt figure, driven by an obsessive energy that forces his entourage to hurry behind him. The composition is notable for its lateral movement, which conveys the relentless pace of the Tsar's modernisation efforts.

The palette is dominated by muted ochres, browns, and greys, reflecting the harsh, windy climate of the Baltic coast. The sky is filled with swirling, gusty clouds, which echo the forward momentum of the figures. In the background, the nascent city appears as a series of skeletal structures and ships, grounding the scene in the physical reality of the early eighteenth century. Serov employs a flattened, graphic quality that draws upon his experience with poster design and book illustration, moving away from the heavy academic realism common in Russian art of the previous century.
