This gesture represents her willingness to sacrifice personal interests for the benefit of the state. Beside her sits a statue of Themis, the Greek personification of divine law and order. The background includes a glimpse of a ship at sea, which alludes to the naval successes and the expansion of the Russian Empire under her rule.

Levitzky demonstrates technical mastery in his handling of textures, particularly the sheen of the Empress's white silk dress and the heavy, draped fabric that frames the scene.
