Winslow Homer produced this work during his transformative stay in the North Sea fishing village of Cullercoats, England, between 1881 and 1882. The watercolour depicts two women perched upon the rocky coastline, their gazes fixed towards the horizon. Homer captures the atmospheric tension of the coast, employing a muted palette of greys, browns, and deep blues to convey the impending weather. The heavy, storm-laden sky dominates the upper portion of the composition, pressing down upon the figures and the distant, choppy water.
The figures themselves are rendered with a sense of stoic endurance. Their clothing, rendered in shades of dark wool and pale blue, suggests the practical attire of the local fishing community. Homer uses the transparency of the watercolour medium to build the texture of the wet rocks and the shifting light on the sea. The composition is balanced by the horizontal line of the shore, which anchors the figures against the vastness of the ocean. This period in Cullercoats marked a shift in Homer's practice, as he moved away from the lighter, more illustrative subjects of his earlier career toward a more serious engagement with the lives of those who worked at sea.
